*** Due to strategic considerations, the City Council vote on a Request for Qualifications ordinance, has been moved off the regular council agenda, to a special session on Thursday, July 13th at 11am. ***
With several other important and controversial items on the docket for Monday, the special session will ensure that this groundbreaking legislative is given the time and attention it deserves. The resolution will create a process for our city to select a responsible contractor that upholds the values of our community.
The Request for Qualifications process is a groundbreaking opportunity to change who can bid on public works projects and to make sure fly by night contractors, and contractors who don’t create quality jobs in Spokane are no longer part of the pool of bidders on City contracts. Spokane would be the first City in the State to take advantage of the new state laws that allow municipalities to consider other qualifications besides just the lowest bidder.
An RFQ process would give our city the ability to select a responsible contractor that upholds the values of our community as opposed to simply picking the lowest bid, this could include qualifications like: employer paid full family medical, multi-employer retirement, and diversity on the job.
